Background

Open Development Cambodia (ODC) is implementing the Digi-Fem: Defending Women’s Rights to Safety in the Digital Space Project (hereafter refer to Digi-Fem Project) from 2025-2029, in collaboration with the Klahaan Organization who is the lead implementing partner. Funded by the UN Trust Fund, the Digi-Fem Project aims to address critical gaps in the understanding and response to technology-facilitated gender-based violence (TFGBV), particularly the lack of data focused on the experiences and voices of women and girls in all their diversity.

By the end of this project, we expect that women and girls in Cambodia who are at heightened risk of TFGBV including young women, LGBTIQ+ individuals, women with disabilities, WHRDs and content creators—will feel heard, supported, and meaningfully engaged in CSO’s advocacy efforts to change policies, laws, and societal attitudes towards a safer and more inclusive digital space for all.

To achieve this goal, ODC and Klahaan Organization implement key several strategies as followings:

  1. Build and gather evidence on TFGBV through research initiatives and the establishment of a database to support advocacy and campaign effort as well as build the capacity of Cambodian people and women’s rights organization in research and advocacy using participatory and intersectional feminist principles and survivor-centered approaches.
  2. Offer a coordinated response mechanism to women and girls to respond to the need for more widely available information on TFGBV, public engagement, and technical support.
  3. Create spaces and opportunities for policy dialogue to increase the capacity of women’s rights defenders and cross-sectoral partners to develop and implement strategies at the national level through collaborative actions.

As part of these strategies, ODC seeks a local operator to provide support to carry out the activities of the project that falls under his/her responsibilities. These activities primarily involve the delivery of technical supports to survivors of TFGBV, including women, girls, and LGBTIQ+ community, and documentation of their experiences in this violence on the TFGBV database, created for this project. The later also extends to the “potential cases” of TFGBV incidents occurring on social media platform.

Objective of the Assignment

The objective of this assignment is to assist in offering technical supports to members of the target group who experience any forms of TFGBV and recording these incidents on the TFGBV database that will be used to produce annual report on TFGBV in Cambodia and offer  the project’s partners to access and gain better understanding of TFGBV trend.

Key Responsibilities

    • Serve as the primary local operator for receiving and responding to requests for technical support related to TFGBV.
    • Provide timely, confidential, and survivor-centered technical assistance to the target groups experiencing TFGBV in collaboration with relevant organizations.
    • Document the TFGBV cases reported by TFGBV survivors, shared by Project Team, or widely spread on the social media platform, including the regular update on the actions taken on the cases.
    • Upon request from the Project Team, approach the survivors encountering with TFGBV online to inform them about our free and confidential services.
    • Collaborate with the Project team to grant the project’s partners to access the TFGBV database from the documentation.
    • Ensure that all the guidelines and procedures developed for the Helpline channels are strictly followed.
    • Ensure the security and privacy of the data stored in the database.
    • Continuously assess and improve data entry processes and procedures to increase efficiency and effectiveness.
    • Maintain the existing data backup strategy to ensure data loss prevention.
    • Manage user access rights to ensure data security and privacy.
    • Create and maintain materials and resources on digital security best practices for sharing with the survivor of TFGBV to navigate the digital platforms safely.
    • Strongly adhere the principles of privacy to protect the confidentiality of survivors and implement the survivor-centered approach in all processes.
    • Support the project team in preparing and producing annual reports, particularly by providing data input from the TFGBV database.
    • Where appropriate, represent ODC and promote the services to relevant stakeholders.
    • Provide regular reports or update to the project focal person of the project on the status of the database and any issues that arise.

Requirements

    • At least 2 years of professional experience in digital safety, technical support, case management, cybersecurity, gender-based violence, human rights, or related areas.
    • Relevant educational background in law, ICT, gender studies, or a related field.
    • Demonstrated experience in managing online support channels of the helpline for survivors.
    • Experience providing technical supports to survivors of TFGBV or other forms of online violence.
    • Good understanding of TFGBV and its various forms, including image-based sexual abuse, cyberbullying, impersonation, sextortion, hate speech, online account compromised, among others.
    • Experience in documenting and managing incident data, preferably involving gender-based violence or online safety.
    • Availability to respond to technical support requests in a timely manner from TFGBV survivors.
    • Strong knowledge and commitment to data protection, privacy, and information security principles.
    • Experience managing database, including data entry, data quality control, user access management, and data backup procedures.
    • Ability to communicate effectively and sensitively with survivors of TFGBV, using survivor-centered and trauma-informed approach.
    • Fluency in Khmer and good working knowledge of English.
