Open Development Cambodia (ODC) https://opendevelopmentcambodia.net/ specializes in aggregating data and developing interactive digital maps and datasets. Data from many sources are collated into an easily-accessed platform, opening space for informed discussion of development issues. ODC was launched in 2011 as an independent, politically-neutral body and registered with the Ministry of Interior in Cambodia as a local NGO in 2015.

Serve as a full-time staff, Data Research and Geographic Information System Officer in charge of finding public domain data for internal use and publishing. Responsible for: gathering and organizing different datasets published by public data providers, routinely digitizing data and preparing data for further analysis and visualizations. Assist teams with ensuring data across ODC’s topic areas are complete, accurate, and up to date.

Key Responsibilities:

    • Under administrative guidance from Data research & GIS specialist and Senior data research & GIS officer for research projects and assume primary responsibility for data collection, organization, documentation and cleaning.
    • Research and recommend sectorial, demographic, environmental, economic, and geographic areas for mapping and graphical representation. Research may be conducted online and at Ministries, NGOs, libraries, and/or with other researchers.
    • Review public domain document such as sub-decree, royal gazette, research reports, and news report and other public domain document to for data collection and archiving.
    • With guidance from data specialist, digitize map to update and/or create GIS database and datasets based on publicly available data and ensure compliance with ODC protocol, workflow and standards.
    • Update and/or create maps and information graphics based on publicly available data and ensure compliance with ODC protocol, workflow and standards.
    • Through regular on-the-job training, improve knowledge and skills on research standards, data collection and organization and the use of free and open-source tools to enhance efficiency and productivity.
    • Analyze data to identify inconsistencies, inaccuracy, incompleteness and opportunities and recommend actions.
    • Identify technical problems pertaining to data collection, cleaning and organization; collaborate with relevant staffs to solve them.
    • Coordinate/conduct the data literacy training/ GIS training with ODC team.
    • Engage with key stakeholders for gathering information and datasets to update on the platform
    • Organizing GIS training courses to ODC’s partners and contributors
    • Advise and guide research volunteers and interns
    • Participate in outreach and capacity building events, as assigned.
    • Represent ODC at community functions, as assigned.
    • Perform other tasks, as needed or requested.

Qualification requirements:

    • University degree required; preferably in land management and land administration, engineer, agriculture, forestry, environmental science, ecological or other relevant areas with emphasis on quantitative studies.
    • Experience conducting quantitative research on development, economic and/or environmental issues and working with research teams required. Strong web research skills desired.
    • Experience with data collection and documentation.
    • Proficiency in spreadsheet software (i.e. Microsoft Excel).
    • Basic experience with data cleaning and processing tools such as web scraper, R, Google Spreadsheet, Open office, Tabula, OCR.
    • Strong experience in using geographical information system (GIS) software such as QGIS, Arc GIS, and web-based mapping applications, preferably QGIS.
    • Comfortable working with databases and learning new software and tools required. Proficiency in using Khmer Unicode required.
    • Ability to prepare PowerPoint slides summarizing data.
    • Strong oral and written communication skills required.
    • Ability to handle multiple tasks and assignments simultaneously required
    • Strong commitment to objective and neutral “open data” standards.
    • Strong desire to promote Cambodia’s sustained development.
    • Experience meeting deadlines required.
    • Be able to work under pressure.
    • Willingness to respect and work within ODC principles and ODC code of conduct.
