National Election Committee (NEC) releases first publication of the country’s new voter lists

On 03 January 2017, National Election Committee (NEC) issued the first publication of voter lists with the first total number of the 7,864,429 eligible voters and name of 8,346 eligible voters will be omitted. Citizens can go to check and confirm their name and personal data at 1,633 Commune and Sangkat across the country from the announcement day, or go to check online via the address www.voterlist.org.kh, or call to 1285 for Cellcard, Smart and Metfone users to get more information.

Result of voter registrations for commune elections 2017 from 01 September to 30 November 2016

On 01 December 2016, National Elections Committee (NEC) has released an announcement of voter enrollment across country after three-month registration started from 01 September to 30 November 2016. The figure shows that 7,873,194 people have already registered for the next Commune Elections, this number is equal to 81.47 % of the total number of potential voters older than 18.

Japan provides 305,314 USD for implementation of four projects

On 25 November 2016, under Japan’s economic cooperation framework, the Grant Assistance for Grassroots Human Security​ Projects (“KUSANONE” Grant), the Government of Japan has agreed to provide US$305,314 in total to 4 recipient organizations. The Grant Contracts have been signed  between H.E. Mr. HORINOUCHI Hidehisa, Ambassador Extraordinary and Plenipotentiary of Japan to the Kingdom of Cambodia, and the representatives of the recipients respectively, to carry out the following projects: Constructing School Building at Chheu Teal Chrum Primary School in Veal Veng District, Pursat Province’ (US$58,800), Constructing School Building at Boeung Snuol Primary School in Bavel District, Battambang Province’ (US$81,818), Constructing School Building at Khlaing Primary School in Ba Phnum District, Prey Veng Province’ (US$82,355), Constructing Gynecology and Obstetrics Ward at Trapang Kraloeng Referral Hospital in Kampong Speu Province’ (US$82,341).

Temporary detour traffic due to flood situation

On 19 October 2016, Phnom Penh City Hall has released an announcement to the public to ensure the security of travelling due to the flooding from Kampong Speu province, while the water level in Prek Thnout stream is reaching over the warning level, causing flood in 5 Communes of DangKao district including Spean Thma, Korng Norn, Tean, Ror Lous, and Prek Kampeus. All kinds of traffic on Concrete Road 217 are prohibited between Prek Chrey bridge to Dei Kraham Roundabout. Also, traffic on site roads of Prek Thnout stream, between National Road 3 and National Road 2, is prohibited.

Exchange of notes for Japan’s grant assistance

On Friday 23 September 2016, in response to a request from the Royal Government of Cambodia and the World Food Programme (hereinafter referred as “WFP”), the Government of Japan has agreed to extend a Grant Assistance of two hundred and twenty million Japanese Yen (¥220,000,000), equivalent to about 2 million US dollars, to the Kingdom of Cambodia through WFP for the purpose of contributing to the implementation of the School Feeding Programme. Notes to this effect were exchanged between Mr. Gianpietro Bordignon, Representative and Country Director of World Food Programme Cambodia, and H.E. Mr. KUMAMARU Yuji, Ambassador Extraordinary and Plenipotentiary of Japan to the Kingdom of Cambodia, at the Multi-Purpose Hall, Embassy of Japan.

Japan provides US$833,332 for capacity building project on demining for CMAC (Phase III)

On 21 September 2016, the Government of Japan has agreed to provide US$833,332 to Japan Mine Action Service (JMAS), under the framework of the Grant Assistance for Japanese NGO Projects. The Grant Contract was signed today at the Embassy of Japan between H.E. Mr. KUMAMARU Yuji, Ambassador Extraordinary and Plenipotentiary of Japan to the Kingdom of Cambodia, and Mr. SHIBATA Mikio, Resident Representative of JMAS, to implement “Capacity Building Project on Demining for CMAC (Phase III)”.

Three new natural protected areas established to be under the management and conservation of Ministry of Environment

On  13 September 2016, the Royal Government of Cambodia has decided to establish three new Natural Protected Areas with a total land area of 27 941.06 hectares to be under the management and conservation of Ministry of Environment. Those three Natural Protected Areas include of Koh Kong National Park (Preah Sihanouk province) with the a size of 2 655.35 hectares, Phnum Tbaeng Natural Heritage Area (Preah Vihear province) with a size of 25 269.41 hectares, and Boeng Prek Tub (Preah Sihanouk province) with a size of 16.3 hectares. In overall, the 45 Natural Protected Areas with a total land area of 5 902 444.06 hectares are under the management of Ministry of Environment.

Japan provides US$134,526 for the project of primary health care system strengthening for mothers and children in Kampong Cham province

On 5 September 2016, the Government of Japan has agreed to provide US$134,526 to PH-Japan Foundation (PHJ). The grand contract under the framework of the "Grant Assistance for Japanese NGO Projects" was signed at the Embassy of Japan between H.E. Mr. KUMAMARU Yuji,Ambassador Extraordinary and Plenipotentiary of Japan to the Kingdom of Cambodia, and Ms. NAKATA Yoshimi, Country Director of PHJ Cambodia Office, to implement "The Project of Primary Health Care System Strengthening for Mothers and Children in Kampong Cham Province".

Exchange of note for Japan's grant aid

On 31 August 2016 at 2:30 pm at the Ministry of  Foreign Affairs and International Cooperation, there were exchanged notes between H.E. Mr. PRAK Sokhonn, Senior Minister, Minister of Foreign Affairs and International Cooperation, and H.E. Mr. KUMAMARU Yuji, Ambassdor Extraordinary and Plenipotentiary of Japan to the Kingdom of Cambodia, in response to a request from the Royal Government of Cambodia and with a view to promoting the socio-economic development of the Kingdom of Cambodia, the Government of Japan has agreed to extend a Grant Aid of up to eight hundred ninety-three million Japanese Yen (¥893,000,000), equivalent to about eight million US dollars, to the Royal Government of Cambodia for the purpose of implementing of the “Project for Expansion of Distribution Lines in Southern Economic Corridor”. New distribution lines will be installed to improve the stability of electricity supply in 3 provinces; Svay Rieng, Koh Kong and Banteay Meanchey.

The first meeting of Cambodia-Russia joint working group on cooperation in the use of atomic energy for peaceful purpose

Phnom Penh, on 17th August 2016, The first meeting of Cambodia-Russia joint working group on cooperation in the use of atomic energy for peaceful purpose was organized in Phnom Penh, Cambodia, presided over by H.E. Say SAMAL, Minister of Environment and Chair of National Council for Sustainable Development (NCSD), and H.E. Dmitry TSVETKOV, Ambassador of the Russian Federation to the Kingdom of Cambodia, and followed by plenary discussion among representatives of Rosatom, and the Cambodian National Working Group. The objectives of the meeting are: (1) to review and finalize the draft agreement between the Royal Covernemtn of Cambodian and Government of the Russian Federation on cooperation in the use of nuclear energy for peaceful purpose, (2) to discuss rules of procedures of the Cambodia-Russia JWG, (3) to discuss the implementation of the MoU on the establishment of Information Centre of Nuclear Energy, and (4) to discuss priority activities under the MoU on cooperation in the use of atomic energy for peacful purpose.

The implementation of new entrance ticket fees for Angkor Archaeological Site

On 10th August 2016, The Ministry of Tourism of the Cambodia has announced that the Royal Government of Cambodia has officially modified the new entrance ticket fees for Angkor Archaeological Site for all international visitors, and will be officially implemented from 01st February 2017. The entrance ticket fees are also included US$2.00 for each ticket to donate to the Foundation of Kunthak Bopha Hospital for Cambodian poor children.

Ministry of Agriculture, Forestry and Fisheries announces ELCs tax revenues

On 25 July 2016, Ministry of Agriculture, Forestry and Fisheries  announced that by the end of the first half of this year, Ministry of Agriculture had collected about $600,000 in taxes from economic land concessions (ELCs) from 21 of the 233 private companies that received ELCs from the government. The statement added that currently there are 233 companies with ELCs in the Kingdom on a total area of 1,552,700 hectares, but the actual operated lands is 1,069,000 hectares since there are 112 companies have yet to begin operations or start paying tax.

Cambodia's Keo Seima Wildlife Sanctuary sells first carbon credits

Phonm Penh, Cambodia (July 23, 2016)-The Royal Government of Cambodia, through a long-running partnership with Wildlife Conservation Society (WCS), has sold to Disney the first carbon credits from a climate change mitigation project in Keo Seima Wildlife Sanctuary, which encompasses to total area of 292,690 hectares. Disney will use the carbon credits to reduce its greenhouse gas emission footprint and to help achieve its target 50% net emissions by 2020. This sale demonstrates how carbon financing can provide a sustainable funding source for the conservation of the species-rich tropical forest in eastern Cambodia, a globally-significant protected area. It also directly contributes to the livelihoods of people living in local communities around the project area.

Press release on the outcome of "11th ASEM Summit"

The "11th ASEM Summit" held on 15-16 July 2016 in Ulaanbaatar, Mongolia, under the overall theme "2o years of ASEM: Partnership for the Future through Connectivity", was concluded with the adaption of three important outcome documents: (1) Ulaanbaatar Declaration on ASEM into the Third Decade; (2) Chair's Statement; (3) Statement of ASEM Leaders on International Terrorism. On the sidelines of the Summit, Prime Minister Hun Sen held a series of bilateral talks with: (1) H.E. Mr.Li Keqiang, Prime Minister of the People's Republic of China, about development assistance to Cambodia in the areas of electoral process, health, education and access to clean water whereby China has pledged a three-year grant of Yuan 3,600 million (about USD 600 million) from 2016 to 2019; (2) H.E. Shinzo Abe, Prime Minister of Japan, focused on boothing trade, investment and tourism between the countries, and on the peacekeeping cooperation; (3) H.E. Ms. Park Guen-hye, President of the Republic of Korea, briefly exchanged views on various bilateral and regional issues.

PM will lead a high delegation to attend the "11th ASEM Summit" in Mongolia

PM will lead a high delegation to attend the "11th ASEM Summit" to be held from 15 to 16 July 2016, in Ulaanbaatar, Mongolia, under the theme "20 years of ASEM: Partnership for the Future through Connectivity", the 11th ASEM Summit is expected to discuss many important issues, namely: assessment of ASEM's past 20 years'experience, building hard and soft connectivity between Asia and Europe, future generation of ASEM, climate change, sustainable development and multilateral trading system, disaster risk reduction and management, energy security, food security, water management, regional and international issues. There will be a bilateral meetings between Prime Minister Hun Sen with H.E Li Keqiang, Prime Minister of the People's Republic of China, H.E Shinzo Abe, Prime Minister of Japan, and H.E Park Geun-hye, President of the Republic of Korea on the sidelines of the ASEM Summit.

Announcement of the Ministry of Foreign Affairs over Cambodia's position on South China Sea

On 09th July, 2016, after the Permanent Court of Arbitration set 12 July 2016 as the date to issue its final award over the arbitration case submitted by the Philippines against China on South China Sea dispute, the ministry of Foreign Affairs issued an announcement on Cambodia's position over the South China Sea dispute, outlining three important decisions:

  • The issue is brought by the Republic of the Philippines against China, and that it is not relevant to all ASEAN member states.
  • Cambodia will not express any common position on the verdict of the Permanent Court of Arbitration over the case.
  • Cambodia calls on the Philippines and China to settle the dispute in peaceful mean.

Ministry of Public Works will restrict the overweight trucks in August

On 08 July 2016, Ministry of Public Works and Transport has released an announcement on "Organizing portable weighbridge" in order to inform all trucking companies, owners operators or truck drivers, and the public to cooperate and to implement the law properly, transparently, loyally and responsibly from August. The use of portable weighbridge will be deployed at factories, warehouses, quarries, construction sites and other sources of heavy shipments before travelling to the destinations. The measure is not only to prevent and combat overloaded transport trucks, but also to maintain the quality and sustainability of road infrastructure, and as well as to reduce government's spending on maintenance and repairing. To be more effective, the Ministry of Public Works and Transport also asked the public to inform if there is any corruption activity happened during the mission by contacting to the Ministry's official Facebook page, or calling to their Hotline.

Ministry of Education, Youth and Sport and Metfone singed a MoU to renew the agreement to provide free internet to schools nationwide

On 05 July 2016, at Ministry of Education, Youth and Sport (MoEYS) has a MoU signing to renew the agreement between the Ministry of Education, Youth and Sport (MoEYS) and Metfone, the Kingdom’s leading telecommunications company, to provide free internet to schools nationwide with the attendance of the representative of Minister of Education, Youth and Sport H.E. Hang Chuon Narong and Metfone’s general director, Nguyen Thanh Nhuong. Under the five-year project, Metfone will provide free online connections to all public schools, teacher training centers, universities, provincial educational departments and also the ministry’s headquarters in Phnom Penh. In total, Metfone will have over 1,000 free connections. Close to one million students, teachers and education staff will benefit from this program.

New push from the Ministry of Women’s Affairs to activate government response to end violence against women

On 04 July 2016, The Ministry of Women’s Affairs led a special meeting with representatives from 15 line ministries and civil society organizations to boost the implementation and monitoring of the Second National Action Plan to Prevent Violence against Women, the key national policy to address intimate partner violence and sexual violence in Cambodia. At the meeting, a new reporting system was established within the Government to increase accountability from line ministries and identify and tackle challenges in their responses to Violence against Women.
