Signing ceremony on the exchange of notes and record of discussions on grant aid and loan for 4 projects between Royal Government of Cambodia and Japan

On 30 March 2017 at 16:00, at the Ministry of Foreign Affairs and International Cooperation,

  • H.E Prak Sokhonn, Senior Minister, Minister of Foreign Affairs and International Cooperation, and H.E HORINOUCHI Hidehisa, Ambassador Extraordinary and Plenipotentiary of Japan to Cambodia, signed on the exchange of notes and record of discussions on grant aid and loan worth 140 millions $ for 4 projects: (1) Flood protection and drainage improvement in the Phnom Penh Capital City (Phase IV); (2) Improvement of Battambang provincial referral hospital; (3) Implementation of National Road No. 5 improvement project (Battambang-Si Sophon Section II); and (4) Implementation of the project for expansion of water supply system in Kampong Thom.
  • H.E Aun Pornmoniroth, Senior Minister, Minister of Economy and Finance and Mr. Yuichi SUGANO, Chief Representative, JICA Cambodia Office, signed the Grant Agreement for worth JPY 1,562 million for project for improvement of Battambang provincial referral hospital and Project for flood protection and drainage improvement in Phnom Penh Capital City (Phase IV); and loan agreement of JPY 11.136 million for project for National Road No.5 improvement project “ Battambang-Sri Sophorn” II.

Signing of agreement on the project for effective implementation of EIA and pollution control through the capacity development of MOE

On 06 March 2017, the Royal Government of Cambodia through the Ministry of Environment (MOE) and Japan International Cooperation Agency (JICA) Cambodia Office has signed an Agreement on “The Project for Effective Implementation of Environment Impact Assessment (EIA) and Pollution Control through the Capacity Development of MoE” aiming at enhancing the effectiveness of the implementation of environment impact assessment and pollution control in Cambodia.

Local EU statement on the political situation in Cambodia

EU Heads of Missions in Phnom Penh believe that it is in the interests of Cambodia, and in the interests of long-term stability in the country, for there to be elections that command the confidence of the voters, and that allow the people of Cambodia to choose whom they wish to represent them at commune and national level. Also, EU looks to the authorities to ensure an environment in which opposition parties and civil society can function freely.

Results of plenary session of Council of Ministers on Friday, 17 February 2017

On 17 February 2017, Prime Minister of Kingdom of Cambodia, Hun Sen, has presided over a plenary session of Council of Ministers at Peace Palace. The result of the discussion including:

  • Two projects: a 230-kilowatt transit grid development project from the Stung Tatai hydropower
    dam in Koh Kong province, and a 135-Megawatt coal-fired electricity plant in Preah Sihanouk province.
  • Other issues related to amendment on Goods Trade Agreement under the framework on Comprehensive Economic Cooperation Agreement between states of ASEAN community and Republic of Korea.

Discussion on reducing electricity price for 2017 in the distribution areas of EDC in Phnom Penh and Takmao district of Kandal province

Ministry of Education, Youth and Sport will launch a mock test application for grade 12 student to improve capacity online

On 07 February 2017, the Ministry of Education, Youth and Sport announced that an online mock test application to improve capacity for grade 12 student will be launched on 13 February 2017, at 08:00 am at the Ministry of Education, Youth and Sport. This application will help grade 12 students to upgrade their capacity besides what they have learnt in classes. The students are able to do Q&A or exercises online by using their Smart phone, tablet or computer when they are free after schools. They can practice this application on Ministry website via this link: http://bacii.moeys.gov.kh/.​

South Korea provides development loan to Cambodia for the period 2016-2018

On 31 January 2017, at the Ministry of Foreign Affairs and International Cooperation, a signing ceremony will be held between His Excellency Prak Sokhonn, Senior Minister, Minister of Foreign Affairs and International Cooperation, and His Excellency Kim Weon Jin, Ambassador of the Republic of Korea to the Kingdom of Cambodia, on the two documents: Framework Arrangement concerning Loans from the Economic Development Cooperation Fund (EDCF) for the period 2016-2018 with the amount of 350 million US dollars to be utilized to finance the priority projects relating to the fields of infrastructure, irrigation, health, rural road and sewage system; and USD 67,434,000 or Upgrading of National Road No.48 Project.

National Election Committee (NEC) releases first publication of the country’s new voter lists

On 03 January 2017, National Election Committee (NEC) issued the first publication of voter lists with the first total number of the 7,864,429 eligible voters and name of 8,346 eligible voters will be omitted. Citizens can go to check and confirm their name and personal data at 1,633 Commune and Sangkat across the country from the announcement day, or go to check online via the address www.voterlist.org.kh, or call to 1285 for Cellcard, Smart and Metfone users to get more information.

Result of voter registrations for commune elections 2017 from 01 September to 30 November 2016

On 01 December 2016, National Elections Committee (NEC) has released an announcement of voter enrollment across country after three-month registration started from 01 September to 30 November 2016. The figure shows that 7,873,194 people have already registered for the next Commune Elections, this number is equal to 81.47 % of the total number of potential voters older than 18.

Japan provides 305,314 USD for implementation of four projects

On 25 November 2016, under Japan’s economic cooperation framework, the Grant Assistance for Grassroots Human Security​ Projects (“KUSANONE” Grant), the Government of Japan has agreed to provide US$305,314 in total to 4 recipient organizations. The Grant Contracts have been signed  between H.E. Mr. HORINOUCHI Hidehisa, Ambassador Extraordinary and Plenipotentiary of Japan to the Kingdom of Cambodia, and the representatives of the recipients respectively, to carry out the following projects: Constructing School Building at Chheu Teal Chrum Primary School in Veal Veng District, Pursat Province’ (US$58,800), Constructing School Building at Boeung Snuol Primary School in Bavel District, Battambang Province’ (US$81,818), Constructing School Building at Khlaing Primary School in Ba Phnum District, Prey Veng Province’ (US$82,355), Constructing Gynecology and Obstetrics Ward at Trapang Kraloeng Referral Hospital in Kampong Speu Province’ (US$82,341).

Temporary detour traffic due to flood situation

On 19 October 2016, Phnom Penh City Hall has released an announcement to the public to ensure the security of travelling due to the flooding from Kampong Speu province, while the water level in Prek Thnout stream is reaching over the warning level, causing flood in 5 Communes of DangKao district including Spean Thma, Korng Norn, Tean, Ror Lous, and Prek Kampeus. All kinds of traffic on Concrete Road 217 are prohibited between Prek Chrey bridge to Dei Kraham Roundabout. Also, traffic on site roads of Prek Thnout stream, between National Road 3 and National Road 2, is prohibited.

Exchange of notes for Japan’s grant assistance

On Friday 23 September 2016, in response to a request from the Royal Government of Cambodia and the World Food Programme (hereinafter referred as “WFP”), the Government of Japan has agreed to extend a Grant Assistance of two hundred and twenty million Japanese Yen (¥220,000,000), equivalent to about 2 million US dollars, to the Kingdom of Cambodia through WFP for the purpose of contributing to the implementation of the School Feeding Programme. Notes to this effect were exchanged between Mr. Gianpietro Bordignon, Representative and Country Director of World Food Programme Cambodia, and H.E. Mr. KUMAMARU Yuji, Ambassador Extraordinary and Plenipotentiary of Japan to the Kingdom of Cambodia, at the Multi-Purpose Hall, Embassy of Japan.

Japan provides US$833,332 for capacity building project on demining for CMAC (Phase III)

On 21 September 2016, the Government of Japan has agreed to provide US$833,332 to Japan Mine Action Service (JMAS), under the framework of the Grant Assistance for Japanese NGO Projects. The Grant Contract was signed today at the Embassy of Japan between H.E. Mr. KUMAMARU Yuji, Ambassador Extraordinary and Plenipotentiary of Japan to the Kingdom of Cambodia, and Mr. SHIBATA Mikio, Resident Representative of JMAS, to implement “Capacity Building Project on Demining for CMAC (Phase III)”.

Three new natural protected areas established to be under the management and conservation of Ministry of Environment

On  13 September 2016, the Royal Government of Cambodia has decided to establish three new Natural Protected Areas with a total land area of 27 941.06 hectares to be under the management and conservation of Ministry of Environment. Those three Natural Protected Areas include of Koh Kong National Park (Preah Sihanouk province) with the a size of 2 655.35 hectares, Phnum Tbaeng Natural Heritage Area (Preah Vihear province) with a size of 25 269.41 hectares, and Boeng Prek Tub (Preah Sihanouk province) with a size of 16.3 hectares. In overall, the 45 Natural Protected Areas with a total land area of 5 902 444.06 hectares are under the management of Ministry of Environment.

Japan provides US$134,526 for the project of primary health care system strengthening for mothers and children in Kampong Cham province

On 5 September 2016, the Government of Japan has agreed to provide US$134,526 to PH-Japan Foundation (PHJ). The grand contract under the framework of the "Grant Assistance for Japanese NGO Projects" was signed at the Embassy of Japan between H.E. Mr. KUMAMARU Yuji,Ambassador Extraordinary and Plenipotentiary of Japan to the Kingdom of Cambodia, and Ms. NAKATA Yoshimi, Country Director of PHJ Cambodia Office, to implement "The Project of Primary Health Care System Strengthening for Mothers and Children in Kampong Cham Province".

Exchange of note for Japan's grant aid

On 31 August 2016 at 2:30 pm at the Ministry of  Foreign Affairs and International Cooperation, there were exchanged notes between H.E. Mr. PRAK Sokhonn, Senior Minister, Minister of Foreign Affairs and International Cooperation, and H.E. Mr. KUMAMARU Yuji, Ambassdor Extraordinary and Plenipotentiary of Japan to the Kingdom of Cambodia, in response to a request from the Royal Government of Cambodia and with a view to promoting the socio-economic development of the Kingdom of Cambodia, the Government of Japan has agreed to extend a Grant Aid of up to eight hundred ninety-three million Japanese Yen (¥893,000,000), equivalent to about eight million US dollars, to the Royal Government of Cambodia for the purpose of implementing of the “Project for Expansion of Distribution Lines in Southern Economic Corridor”. New distribution lines will be installed to improve the stability of electricity supply in 3 provinces; Svay Rieng, Koh Kong and Banteay Meanchey.
