CORE VALUES
- Openness – ODC complies with the principles of the Open Data Charter, which was developed in 2015 by governments, civil society, and experts around the world. They include 1) open by default, 2) timely and comprehensive, 3) accessible and usable, 4) comparable and interoperable, 5) for improved governance and citizen engagement, and 6) for inclusive development and innovation.
- Neutrality – ODC is an independent, politically neutral organization who does not promote any particular perspective, agenda or bias other than to provide objective information about Cambodia and its development.
- Innovation and Learning – To adapt to the fast-changing landscape, ODC takes an innovative approach in all its activities by incorporating new methodologies, leading timing activities, and accommodating its research lines to the fast-changing context.
- Partnership – We believe strong collaborations with diverse actors, including citizens, development stakeholders, the private sector, and the government, are crucial for the development of Cambodia and more specifically for effective data and information circulation.
OVERALL GOAL
ODC recognizes the importance of adapting to the reality in which it operates. For that, we seek to understand the Cambodian context to be able to anticipate challenges, take advantage of the opportunities and accommodate the country’s needs. Based on this, ODC’s overall goal for the period within this strategic plan is:
To contribute to open, transparent, responsible, and sustainable development of Cambodia through data-driven decision-making, which is made possible by enhancing public access to open data and documents and promoting constructive dialogues between the public sector, the private sector, the civil society, and other international actors.”
STRATEGIC OBJECTIVES
Strategic Objective 1: Increase and update the content available on ODC’s platform with up-to-date, reliable, complete, and neutral data and information, making it user-friendly and ensuring safer accessibility for everyone.
Strategic Objective 2: Expand the outreach of ODC’s contents to new users, such as youth, female professionals, and underserved rural population, to promote fact-based and data-driven development principles.
Strategic Objective 3: Build new partnerships and strengthen the existing ones with CSOs, government bodies, educational institutions, and the private sector with the aim to promote data and information sharing and knowledge cooperation.
Strategic Objective 4: Diversify ODC’s services such as training programs and consultancy to promote the use of open data for development and accountability, to equip training participants with technical and analytical skills, to provide technical solutions, and to encourage the use of ODC data.
