Job Summary
With the guidance and support from Finance & Admin Officer and Finance & Admin Manager, the Administrative Assistant will assist Program and Finance & Admin units in logistic support for the events, preparing Travel Authorization (TA) Form and clearance, scanning and copying financial documents, maintaining fixed asset and inventory lists, procurement works and other tasks assigned.
Key roles and responsibilities
Support Program unit (60%)
- Assist project staff for preparing TA for all travelling staff and clearance;
- Assist project staff in advance & clearance of field trip or international mission;
- Support in finding the venue and other logistic support for relevant events (meeting, workshop, training);
- Handle cash advance and settlement of relevant project activities;
- Scan and copy relevant documents; and
- Other tasks, as needed or assigned.
Support Finance and Admin unit (40%)
- Assist in scanning and copying of financial documents;
- Assist new staff in getting National Social Security Fund (NSSF) card, employment work book and other necessary documents;
- Update and maintain fixed asset and inventory lists;
- Support procurement process (quotation, supplier selection form, terrorist screening);
- Assist in checking monthly timesheet of all staff;
- Assist in delivering relevant invitation letter and other documents; and
- Other tasks, as needed or assigned.
Qualifications requirements
- Cambodian national only;
- Have knowledge of administration and procurement processes;
- At least one year relevant experience, preferable with civil society organization sector
- Commitment to support field work especially during weekend or holiday;
- Honest, willing to learn and commit to task assigned;
- Practical computer skills in MS Word & Excel;
- Be able to use email (outlook) and communication in English;
- Good interpersonal skills and demonstrated ability to work effectively in a team;
- Willingness to respect ODC principles and code of conduct.

Job Summary
Open Development Cambodia (ODC) manages an open data website (www.opendevcam.net), aggregating a wide range of economic, environmental and social data to build out a development portrait of Cambodia.
The Web Development and IT Officer will, on one side, be responsible for the everyday performance of the website and social media platforms to ensure an excellent user experience to ODC users. At the same time, he/she will play a key role in the longer-term IT strategy and website development by conducting user testing, exploring improved and new functionalities. On the other side, the Web Development and IT Officer will closely work with all ODC teams in addressing their needs and supporting the organization in publishing and updating the content. Related key tasks include enhancing the security of the system, report technical issues and managing software and hardware needs.
Key responsibilities
Website Development (40%)
- Maintain the ODC and Cambodia ICT Camp platforms, including website enhancement and bug fixing, to ensure the websites’ good performance.
- Support the team in publishing contents and datasets on the platforms.
- Support the team in conducting user testing to collect user feedback and documentation.
- Review the functionalities of the websites and report errors on Github.
- Design and develop website templates, infographics and data virtualizations in collaboration with relevant ODC team members.
- Maintain and update ODC’s internal wiki – wiki.odc.org – that is used as the main internal sharing tool.
- Monitor and report the website statistics provided by Google Analytics and social media interactions.
- Ensure an effective communication and coordination with the regional team regarding all platform-related matters.
- Maintain existing in-house digital solutions and develop new ones for other identified IT needs.
- Provide DevOps support on setting up environment for platform development and testing.
IT Support (60%)
- Enforce the implementation of ODC’s IT policy and guidelines and host knowledge sharing sessions on IT policy and protocols, cybersecurity and online risks for ODC staff.
- Strengthen the overall security of the network system and of all computers, ensuring the proper performance of the anti-virus, operating system and applications updates.
- Ensure that software and applications used in the organization are licensed or open source.
- Assist in installing and configuring computer hardware, software, systems, networks, printers and scanners as needed, and provide technical support and respond in a timely manner to technical issues and requests.
- Report any technical issues in a timely manner, troubleshoot system and networks problems as well as diagnose and resolve hardware/software faults. Document issues errors at ODC Wiki.
- Communicate with the team to identify IT needs in both software and hardware and prepare a plan to proactively respond to IT-related requests and needs from the team.
- Ensure the proper functioning and maintenance of all IT assets (computers, printers, network equipment and cables) and keep the IT inventory updated, providing support on the purchases of new technical equipment or services.
- Backup data regularly based on the schedule and conduct recovery tests on backup files.
- Manage, maintain and oversee user access rights, and computer access into ODC network.
Qualifications and competences
- Hold a Bachelor degree in Computer Science or in another relevant field.
- Proven experience working with Content Management System (CMS) WordPress.
- Knowledge of Python and CKAN is a plus.
- Experience in managing and configuring networks and computer systems.
- Good knowledge of DevOps.
- Effective communication skills in both written and spoken English and Khmer.
- Flexible and motivated to work in dynamic environments.
- Highly detailed-oriented, with self-initiative to suggest new improvements and actions to enhance the website and network.
