Telecommunications operators

This profile page provides useful information about telecommunications (telecom) operators in Cambodia. It encompasses data such as the company/operator/license holder’s name, license type and details, update interval​ of operator and license, operator’s address(es) and contact details, and references. The data is sourced from the Telecommunication Regulator of Cambodia, and covers updates from January 2022 to July 2024. Open Development Cambodia organization (ODC) has converted this data from a PDF format to a CSV tabular format, making it accessible for free download in both Khmer and English. This conversion allows users to easily access and manipulate the data. The dataset is made publicly available to facilitate transparency and improve data access for researchers, professionals, and the public who are interested in the telecommunications sector in Cambodia.

In the course of working with the data, the ODC team observed that several operators possess multiple licenses. To enhance clarity and align with regulatory standards, ODC conducted further data research and updated the classification of licenses based on the Prakas #122, dated April 7, 2017, issued by the Ministry of Posts and Telecommunications. The new classification of licenses, as stipulated in Articles 9 and 35 of the Prakas, includes the following license types:

1. Infrastructure and Services License: This category of license is for telecom operators (license holders) who involve with both building and providing telecommunications infrastructure and services.
2. Limited Infrastructure and Services License: This category of license is for telecom operators (license holders) who have only passive telecom infrastructure for renting to other license holders to provide telecom services on their network or for their own operation.
3. Telecommunication Services License: This category of license is for operators who primarily focus on providing telecommunications services without infrastructure responsibilities (such as VoIP, Internet, VSAT and Value-Added services).

The revised classification aims to provide a clearer understanding of the roles and capabilities of each operator within Cambodia’s telecom landscape.
