Press release: The response letter of the 5th Military Region, Royal Cambodian Army (RCA)

The letter from the Royal Cambodian Army 5th Military Region to the Commander of the 1st Army Area, Royal Thai Army, dated 4 October 2025, addressed Thailand’s condition for attending the Second Extraordinary Meeting of the Cambodia-Thailand Regional Border Committee (RBC): that the 5th Military Region first provide an eviction plan for Cambodian civilians in contested areas.

The 5th Military Region rejected this condition, clarifying that the RBC is only authorized to address local incidents and de-escalate tensions but does not have the mandate to determine or alter the boundary line. Cambodia insisted that the issue of Chok Chey and Prey Chan villages must be resolved by the Joint Boundary Commission (JBC), in line with the 1st Special General Border Committee (GBC) meeting outcome. Furthermore, Cambodia noted the Thai occupation of land within Cambodian sovereignty and called for both sides to fully respect past agreements and refrain from unilateral actions pending a peaceful JBC solution.
