CHRC announcement: senior Thai officials recognize disturbing sounds as psychological intimidation and harassment

On 13 October 2025, the Cambodian Human Rights Committee (CHRC) issued a public notice highlighting warnings and sequential acknowledgments from senior Thai officials. These officials recognized that the Thai side’s use of noise for intimidation and psychological harassment is a serious human rights violation.

According to The Nation Thailand newspaper on 13 October 2025, a high-ranking official from the Office of the Attorney General, who is the second person after Ms. Angkhana Neelapaijit, a Thai senator, to acknowledge the case, stated that the use of disturbing sound in the form of psychological intimidation harassment along the Cambodia-Thailand border constitutes a violation of the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT) and is a serious human rights violation.
