Press statement on the outcomes of the 2nd special meeting of the Cambodia-Thailand General Border Committee (GBC)

On 23 October 2025, the Ministry of National Defence released a press statement from H.E. Tea Seiha, Deputy Prime Minister and Minister of National Defence of the Kingdom of Cambodia, detailing the outcomes of the 2nd Special Meeting of the General Border Committee (GBC) between Cambodia and Thailand.

The Special Meeting, which was co-chaired by H.E. General Tea Seiha and H.E. General Nattaphon Narkphanit, yielded several key agreements. These include the implementation of an initial action plan for the removal of heavy weapons back to their military installations, to be overseen by the newly established ASEAN Observer Team (AOT), whose Terms of Reference (ToR) were officially signed. Additionally, the sides agreed on a Standard Operating Procedure (SOP) for humanitarian demining and a plan to suppress transnational crime. Crucially, the meeting paved the way for the signing of the Kuala Lumpur Peace Agreement on 26 October 2025, which will facilitate the release of 18 detained Cambodian soldiers.
