Railway impact reports nowhere to be seen
The Asian Development Bank (ADB) has not made public the last two quarterly reports on the impact of resettling families who are being evicted for a $142 million railway rehabilitation project. The reports, which are required under an ADM loan agreement with the government, haven’t been publicly issued since April. Though they fall under the jurisdiction of the government, according to the bank’s operational procedures, it is the ADB’s responsibility to “ensure that the borrower/client submits the following monitoring reports to ADB for review… quarterly monitoring reports for highly complex and sensitive projects.”…
