The launching event of the improving the delivery of public services through ICT project
In morning of 28 July 2017, Open Development Cambodia (ODC) cooperated with STAR Kampuchea (SK) and Cambodian Center for Independent Media (CCIM), organized a launching event on project of “Improving the Delivery of Public Service through ICT ” to target stakeholders at Romeas Haek district, Svay Rieng province. This event was under the presiding of H.E. Hou Vatanak, Deputy Governors of Svay Rieng province, the representative of the National Committee for Sub-National Democratic Development (NCDD), provincial officers, the representative of Operational District, health center, Educational officers, communal administrative officers, school director, and community accountability facilitator (CAFs). This project is supported by Spider – The Swedish Program for ICT in Developing Regions.
This program was designed for the following objectives:
- To show the target community and stakeholders about the SPIDER program and action plan in 2017 and 2018.
- To create action plans with the participation of the target communities and relevant institutes.
- To demonstrate case studies on the implementation of local social accountability projects.
The program was run smoothly with about 40 participants from various institutions, making the program get a lot of feedback to improve all the negative aspects.
The program was held on sunny Friday at 7:30 am at the Department of Women’s Affairs in Svay Rieng province. Before starting the program, all participants were required to register their names first and then they were asked to stand up to greet the national anthem by singing a national anthem altogether. This was a good reminder because not everyone had an opportunity to sing national anthem after graduating from high school.
At the beginning of the program, Mr. Thy Try, Executive Director/Editor-in-Chief of Open Development Cambodia, was warmly welcomed and presented the objectives of the program to the participants. Then, H.E. Hou Vatanak, Deputy Governors of Svay Rieng province, gave honorable speech and said that the democratic accountability at the sub-national level contributed to effective work. After giving the speech, H.E. Hou Vatanak announced the launching of the program.
Before starting the next session, all participants were asked to make self-introduction in order to create friendly atmosphere. In the name of ODC as the project’s leader, Mr. Thy Try presented the detail of the project on “Improving Public Service Delivery through ICT”, which made participants more aware of the project.
The representatives from education, health, and commune administration sectors shared the I-SAF’s experiences related to the development, challenges and recommendations. After the representatives from each sector shared their experiences, all participants were given the opportunity to ask questions and provide comments.
At the end of the program, Mr. Chet Kimjung, the representative of the National Committee for Sub-National Democratic Development (NCDD) and the Deputy Director of the Monitoring and Evaluation Unit, expressed his interests in implementing local projects and closing the program.
