MFAIC statement: Cambodia strongly condemns the civilian shooting by Thai forces on 12 November 2025
The Ministry of Foreign Affairs and International Cooperation (MFAIC) released a statement on 12 November 2025, strongly condemning the unprovoked shooting by Thai forces against Cambodian civilians in Prey Chan village, Banteay Meanchey province, which resulted in one person killed and three injured. The Royal Government of Cambodia declared the act a serious violation of its sovereignty and a grave breach of international law, including the ASEAN Charter.
In response, Cambodia lodged a formal protest with the Royal Thai Embassy and announced an on-site investigation to be observed by the ASEAN Observer Team (AOT). While highlighting its continued exercise of “utmost restraint” since the 28 July 2025 ceasefire, the statement urged Thailand to renounce the use of force and honor its commitment to peace and peaceful dispute settlement under the Kuala Lumpur Joint Declaration.
