Press statement: Cambodia calls on Thailand to fully respect Joint Declaration

On 5 November 2025, the Royal Government Spokesperson of the Kingdom of Cambodia issued a press statement calling upon Thailand to fully respect and adhere to the Kuala Lumpur Joint Declaration.

The statement affirmed that Cambodia is fully implementing the Declaration, including the phased withdrawal of heavy weapons, which began on 1 November 2025. However, Cambodia noted that Thai officials are making remarks that counter the spirit of the Declaration and are setting new conditions, which violate the agreement. Crucially, Thailand has not yet released the 18 captured Cambodian soldiers. This failure is a breach of Point 5 of the Joint Declaration, which stipulates Thailand’s commitment to “promptly release the prisoners of war.” Cambodia urged Thailand to strictly comply with all terms to preserve peace and mutual trust.
