Job Summary
Open Development Cambodia manages an open data website (www.opendevcam.net), aggregating a wide range of economic, environmental and social data to build out a development portrait of Cambodia. Our organization is looking for a Communications Officer to work closely with the Partnership and Communication Manager to create and implement communications strategies that deliver our goals and activities to our target audience. Applicants should have a proven track record of experience in the communications sector or related fields, as well as great design and written and verbal communication skills.
Key responsibilities
Communication
- Develop, support and promote ODC’s goals, including message development, social media content creation and media outreach.
- Identify target audiences and create strategies to effectively engage them.
- Provide inputs to develop, review and update all necessary communication systems and guidelines.
- Help maintain ODC information systems, including contacts database, mailing lists, filing systems, etc.
– Communication materials
- Develop and disseminate public relations and promotional materials including print/online copies of brochures, banners, event materials, business cards, t-shirts, and more.
- Give inputs and editing help for branding materials for ODC including ODC colors, logo, mission statement, vision, standards of publications and guidelines, to ensure compliance with ODC branding guidelines.
- Create artworks and produce videos that increase ODC and our projects’ visibility.
- Ensure that the standard of digital promotional material content aligns with the organization’s identity and message, and assist with outreach activities as needed.
– Social media
- Monitor all forms of media (including social media) and advise management on new developments that may be useful.
- Implement ODC’s social media strategy, monitor trends and encourage options for use of new social media tools.
Other
- Identify the stories, information (produced by ODC team and published on ODC website) and ODC citations in compelling ways for media to report on the works and achievements of ODC.
- Help organize network workshops, seminars and meetings with NGO partners and government officials.
- Represent ODC in meetings or workshops as requested.
- Other tasks, if needed or assigned.
Key qualification
- At least a bachelor’s degree in communications, journalism, public relations media or a related field.
Key requirements
- A minimum of two years’ experience in communications strategy development.
- Knowledge of digital marketing tactics, such as search engine optimization (SEO) and email marketing.
- Proven track record on video production/editing, digital camera technology and its operation, design in various promotional formats, writing articles, storytelling etc.
- Practical and strong computer skills in Word, PowerPoint, Excel and Khmer Unicode typing, Photoshop, Outlook and video media programs.
- Have good knowledge in digital communications and understanding the difference in communications for internal and external audiences.
- Full command of English and excellent in Khmer.
- Proof of strong writing, presentation and translation skills is a plus.
- Experience of producing and disseminating communications products for targeted audiences and managing external and internal contributions while meeting tight deadlines.
- Experience of writing funding proposals and donor reports to charitable trusts or official funders.
- Familiarity with the civil society sector and networks, ideally on issues related to environment, economic and social development.
- Professional experience editing short written outputs, such as articles or blogs.
- Involvement in the development and implementation of communications strategies.
- Strategic thinking about communications products and an ability to think critically about evolving opportunities to strengthen a project’s impact through improved communications initiatives.
- Project management skills, including the ability to take the initiative and drive work forward under tight deadlines, and attention to detail to ensure outputs are of a very high quality.

- Willing to represent ODC to the public, and participate in workshops, meetings and other events of partner organizations.
