Interior Ministry instructs provincial officials to urgently report any instances in which activities carried out by any NGOs or grassroots associations without prior notification

On​ 10​ October​ 2017,​ The​ Ministry​ of​ Interior​ released​ a​ public​ announcement​ written​ on​ 02​ October​ 2017​ and​ signed​ by​ H.E.​ Sar​ Kheng,​ Minister​ of​ Interior.​ The​ objective​ of​ the​ announcement​ is​ focused​ on​ activities​ carried​ out​ by​ the​ association​ and​ local​ NGOs,​ referred​ to​ Laws​ on​ Association​ and​ Non-Government​ Organizations. The​ Ministry​ of​ Interior​ has​ instructed​ as​ the​ following:

  • Associations​ and​ NGOs​ wishing​ to​ conduct​ activities​ in​ the​ territory​ of​ a​ specific​ city​ or​ province​ have​ to​ inform​ the​ Ministry​ of​ Interior​ about​ the​ nature​ of​ activity​ or​ directly​ inform​ the​ administration​ within​ three​ days​ before​ the​ activity​ starts.
  • Provincial​ Administration​ and​ the​ relevant​ competent​ authorities​ must​ take​ immediate​ action​ to​ shutdown​ any​ local​ associations​ and​ non-governmental​ organizations​ who​ act​ without​ being​ legally​ registered​ at​ the​ Ministry,​ and​ the​ local​ associations​ and​ NGOs​ that​ have​ been​ decided​ to​ deleted from​ the​ interior​ list or​ inactive,​ and​ remains​ active​.​ In​ this​ case,​ the​ competent​ authorities​ must​ take​ the​ legal​ action​ and​ report​ to​ the​ Minister​ of​ Interior.
