ដំណើរការបង្កើតច្បាប់ គឺជាការបង្កើត និងអនុម័តច្បាប់ថ្មី ឬកែប្រែច្បាប់ចាស់ដែលមានស្រាប់។​នៅព្រះរាជាណាចក្រកម្ពុជា មានស្ថាប័នចំនួន៣ ដែលអាចផ្តួចផ្តើមដំណើរការបង្កើតច្បាប់បានរួមមាន៖ សមាជិករដ្ឋសភា សមាជិកព្រឹទ្ធសភា និងនាយករដ្ឋមន្រ្តី។ ច្បាប់ដែលត្រូវបានបង្កើតភាគច្រើនគឺមកពីនាយករដ្ឋមន្រ្តី។​11​ អត្ថបទ​ដែល​បាន​បង្ហាញ​ភាគច្រើន​គឺ​មក​ពី​នាយក​រដ្ឋមន្ត្រី​។​12សាលប្រជុំរដ្ឋសភាកម្ពុជា។ រូបថតដោយសុវណ្ណដារ៉ា ១៨ ថតថ្ងៃទី២៩ ខែមិថុនា ឆ្នាំ២០០៧។ ក្រោមអាជ្ញាប័ណ្ណ CC BY-SA 3.0។ដំណើរ​ការ​ពិនិត្យ​ និង​អនុម័ត​​សេចក្តី​ព្រាង​ច្បាប់​ប្រសិនបើច្បាប់នេះត្រូវបានផ្តួចផ្តើមគំនិត ឬរៀបចំដោយស្ថាប័នរដ្ឋាភិបាល ច្បាប់នេះត្រូវបានគេហៅថា “​សេចក្តីព្រាងច្បាប់”​។ ដើម្បីផ្តួចផ្តើមសេចក្តីព្រាងច្បាប់  រដ្ឋាភិបាលត្រូវអនុវត្តតាមជំហានទាំងនេះ៖13​ដំបូង រដ្ឋាភិបាលត្រូវពន្យល់ពីតម្រូវការនៃច្បាប់ថ្មី។ ច្បាប់ថ្មីត្រូវតែដោះស្រាយបញ្ហាជាក់លាក់ទាក់ទងនឹងសេដ្ឋកិច្ច សង្គមកិច្ច ឬបញ្ហាផ្សេងៗទៀតជាមួយនឹងគោលនយោបាយដែលបានកំណត់។បន្ទាប់មករដ្ឋាភិបាលត្រូវរៀបចំសេចក្តីថ្លែងការណ៍ ឬសេចក្តីថ្លែងហេតុ អំពីមូលហេតុនៃការបង្កើតច្បាប់ជាពីរដំណាក់កាល។ នៅដំណាក់កាលដំបូង ស្ថាប័នពាក់ព័ន្ធរៀបចំកិច្ចពិភាក្សាជាមួយភាគីពាក់ព័ន្ធ ក្រសួងដែលរងផលប៉ះពាល់ មន្ត្រីរដ្ឋបាលថ្នាក់ក្រោមជាតិ និងអង្គការសង្គមស៊ីវិល អង្គការមិនមែនរដ្ឋាភិបាល និងវិស័យឯកជនលើបញ្ហាសង្គមសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ។ នៅដំណាក់កាលទី២ ស្ថាប័នរដ្ឋបាលដែលពាក់ព័ន្ធធ្វើការពិគ្រោះយោបល់ឡើងវិញលើផ្នែកបច្ចេកទេស សង្គមវប្បធម៌ និងនយោបាយ។​សេចក្តីព្រាងច្បាប់ត្រូវបានរៀបចំឡើងស្របតាមស្ថាប័នរដ្ឋាភិបាល៖ ក្រសួង ...
