Gov’t and Donors Set New Reform Targets
The new list of reforms approved by the government at a high-level meeting with its foreign donors on Wednesday offer a mixed bag of targets, with some sectors, such as education, given more ambitious goals than before, while others had their ambitions scaled back and old goals dropped altogether. … The new list, for example, calls on the government to approve three new communal land titles a year for ethnic minority communities. … The new JMIs also call for “a couple” of field visits to assess the implementation of government-issued economic land concessions, which have recently become the main flashpoint for increasingly violent land protests between firms and local farmers. …
