In 1996, the Ministry of Education, Youth and Sport (MoEYS) was established.1 Its organization and functioning is defined by a sub-decree of the Royal Government of Cambodia.2 The minister responsible for MoEYS is selected by the prime minister and nominated by the King. Following a vote of confidence by the National Assembly, the minister is appointed along with the Council of Ministers by the royal decree (Preah Reach Kret).3

The ministry’s missions are to administer and develop the education, youth and sport sectors in response to the needs of Cambodia’s socio-economic and cultural development.4 Included in the responsibilities of the ministry are the development of human resources and its quality through national policies and action plans, and the making of laws and regulations in the sector.5 To implement these tasks, the ministry is organized into various general departments, higher education institutes, and​ Municipal/Provincial Departments of Education Youth and Sport as well .6
